& Discipline Procedure.
LBFA uses a documented process to review alleged violations, protect safety, give members a fair opportunity to respond, evaluate reliable evidence and impose appropriate discipline.

LBFA can act decisively without relying on rumor, retaliation or arbitrary decision-making.
Verify the Facts
Decisions should rely on credible, relevant evidence rather than gossip, unsupported accusations or online speculation.
Opportunity to Respond
Except where immediate safety or legal concerns require otherwise, a member should generally have an opportunity to respond.
Protective Action First
Interim restrictions or suspensions may be imposed when reasonably necessary to protect people, evidence, programs or the Alliance.
Complaints Should Be
Specific and Documented.
Members, participants, parents or guardians, volunteers, leaders, partners and members of the public may submit concerns involving conduct connected to LBFA.
Reports should include dates, locations, names, witnesses, screenshots, photographs, messages, records or other available information that helps explain what occurred.
Members should report concerns honestly and in good faith. Knowingly fabricated evidence or intentionally false complaints may themselves violate the Code of Conduct.
LBFA may consider anonymous information, but anonymity can limit the organization's ability to verify facts or take formal action.
Nothing in this procedure replaces required reporting to law enforcement, child-protection authorities, emergency services, regulatory agencies or other authorities when applicable.
Suspension Is Not
the Same as a Final Finding.
Temporary action may be necessary before the full review is complete.
Protective Measures
LBFA may temporarily restrict event participation, leadership duties, youth-facing roles, directory visibility, volunteer activity, chapter access or other privileges while a serious concern is reviewed.
Safety Pending Review
An interim suspension or restriction does not automatically mean the allegation has been proven. It is a temporary risk-management measure.
Report. Review.
Respond. Decide.
The exact process may be adjusted when required by safety, law or the nature of the allegation, but the general framework is designed to remain consistent.
Receive
The complaint or concern is documented and routed for initial review.
Screen
LBFA evaluates jurisdiction, seriousness, conflicts and immediate safety needs.
Notify
The subject is generally informed of the relevant allegations and given a chance to respond.
Evaluate
Relevant evidence, responses, records and witness information are reviewed.
Decide
Authorized decision-makers determine whether a violation occurred and what action is appropriate.
More Likely
Than Not.
Unless another standard is required by law or a specific policy, ordinary internal disciplinary findings may be based on whether the available evidence shows a violation was more likely than not.
Discipline Should Match
the Violation.
LBFA is not required to use progressive discipline when the seriousness of the conduct makes stronger action appropriate.
No Violation Found
The matter may be closed when evidence does not establish a policy violation.
Informal Correction
Minor issues may be resolved through clarification, coaching or documented corrective direction.
Written Warning
A verified violation may result in a formal warning and expectations for future conduct.
Restriction or Probation
Leadership, chapter, directory, volunteer, event or program privileges may be limited.
Suspension
Membership or participation may be suspended for a defined period or pending further review.
Termination
Serious or repeated misconduct may result in removal from LBFA and loss of member privileges.
Progressive Warnings
Are Not Always Required.
Certain conduct may justify immediate suspension or termination if established through reliable evidence.
Immediate Serious Action
Violence, credible threats, abuse or exploitation of minors, severe intentional wildlife abuse, theft or misuse of Alliance funds, serious fraud, deliberate eligibility falsification or comparable misconduct may justify severe discipline.
Not Subject to Waiver
Where another LBFA policy creates an automatic, non-waivable eligibility disqualification, the Board does not have authority to vote around that verified disqualifier.
The Process Has to
Be Credible Too.
Conflict of Interest
A Board member, officer or reviewer with a material personal, financial, family or direct adversarial interest in the outcome should disclose the conflict and recuse from the decision when appropriate.
No Retaliation
Retaliation against a person for making a good-faith complaint, providing evidence, participating as a witness or raising a safety concern is prohibited and may result in separate discipline.
Final Decisions Should
Still Have a Review Path.
Request for Reconsideration
LBFA may permit a member to request reconsideration when there is significant new evidence, a material procedural error or another substantial reason defined by adopted governance rules.
Limits on Appeal
Reconsideration is not intended to create endless re-litigation of the same issue. Automatic non-waivable eligibility rules remain controlling when the underlying identity and record have been verified.
Document the Decision.
Limit Unnecessary Exposure.
LBFA should maintain reasonable records of complaints, evidence reviewed, decisions and disciplinary actions.
Sensitive complaint, youth-safety, screening and disciplinary information should be limited to people with a legitimate organizational, legal or safety need to know.
LBFA may communicate membership status or organizational action when reasonably necessary, but should avoid unnecessary publication of sensitive personal information.

LBFA disciplinary procedures are intended to protect members, families, programs and the organization while ensuring serious decisions are based on documented facts and a credible review process.
